RE-IMPLEMENTING MMDA REGULATION NO. 96-005 ENTITLED "UNIFIED VEHICULAR VOLUME REDUCTION PROGRAM REGULATING THE OPERATION OF CERTAIN MOTOR VEHICLES ON ALL ROADS OF METRO MANILA" KNOWN AS THE "NUMBER CODING SCHEME" WITH SOME MODIFICATIONS



WHEREAS, in January 2003, the Metro Manila Council (Council) enacted MMDA Resolution No. 03-03 entitled "Suspending the Implementation of the Unified Vehicular Volume Reduction Program" in order to determine if it is already appropriate to lift the same;

WHEREAS, on February 21, 2003, MMDA Resolution No. 03-08 entitled "Extending The Experimental Suspension of the Unified Vehicular Volume Reduction Program" was approved by the Council in order to have enough and judicious time to assess the best scheme in solving the traffic situation in Metro Manila;

WHEREAS, it was observed that during the period of suspension, most of the roads in Metro Manila were clogged with heavy traffic especially during peak hours;

WHEREAS, the Council recognizes the urgent need to re-implement the UVVRP on all roads in Metro Manila with some modifications.

NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of Republic Act No. 7924, that the Council hereby re-implements the Unified Vehicular Volume Reduction Program on all roads in Metro Manila with the following modifications: 

1. Private and Public Utility Vehicles — from 7:00 A.M. to 7:00 P.M. 

2. Window Hours for Private Vehicles — from 10:00 A.M. to 3:00 P.M. 

3. Exempted from the UVVRP — Provincial buses, shuttle buses, school buses and motorcycle units 

4. Makati City and the Municipality of San Juan will implement UVVRP (Number Coding) from 7:00 A.M to 7:00 P.M. without window hours for private vehicles.

This Resolution shall take effect March 17, 2003.
