[ PPA MEMORANDUM CIRCULAR NO. 09-95, February 15, 1995 ]

ASSISTANCE TO THE EFFORTS OF THE BUREAU OF ANIMAL INDUSTRY (BAI) RE OUTBREAK OF FOOT AND MOUTH DISEASE

Per 17 Jan 95 BAI letter-advice, there is an outbreak of Foot and Mouth Disease in Regions I, III, IV, the Cordillera Autonomous Region, and the National Capital Region. As support to the government efforts to solve this problem, all concerned are directed to give maximum assistance to BAI officers in undertaking measures to contain and prevent the spread of said disease, specifically, thus:

1.         Shipping lines and livestock owners/shippers are directed to ensure that animal vans, creates and transport equipment have been thoroughly cleaned and disinfected before use.

2.         Shippers are also reminded to get the necessary BAI cargo clearance before loading livestock shipments on board interisland vessels, particularly those leaving for Visayas and Mindanao and other island provinces which are declared Foot and Mouth Disease free zones.

3.         The PDOs/PMOs are directed to support and closely coordinate with the local BAI quarantine officers regarding precautionary measures in the handling and shipment of animals/livestock passing through the ports.  When the Bureau of Animal Industry requests for such action, PMOs shall withhold the entry/departure clearance of vessels in accordance with the guidelines set in PPA Administrative Order No. 03-92 and PPA Memo Circular No. 15-93.

Be guided accordingly.
