Section 3 of Memorandum Circular No. 19-A, s. 1992 or the restricted ingredients for use in Cosmetic Preparations, specifically on Butylated Hydroxytoluene (BHT), is hereby amended to read —

"Table 1.       List of Substances which Cosmetic Products Must Not Contain Except Subject to the Restrictions and Conditions Laid Down
