[ PRC BOARD OF MEDICINE RESOLUTION NO. 17, s. 1994, April 20, 1994 ]

RECOGNITION OF THE ASSOCIATION OF PHILIPPINE COLLEGES OF MEDICINE’S (APMC) REFRESHER COURSE AND DIRECTIVE TO EVERY COLLEGE OF MEDICINE TO OPEN A REFRESHER COURSE



WHEREAS, Sec. 21, Art. III of R.A. No. 2382: “The Medical Act of 1959” states in part, to wit: “ . . . . a candidate who fails for the third time in the complete or final examination will be required to take a refresher course prescribed by the Board of (Medical Examiner) Medicine of at least one (1) year in recognized medical school or college before he could be allowed to take subsequent examinations”;

WHEREAS, pursuant to the aforesaid provision, the Board issued Resolution No. 153, Series of 1990, prescribing refresher course;

WHEREAS, the Association of Philippine Colleges of Medicine (APMC) set up a refresher course in consortium with the various colleges of medicine so as to implement the foregoing Board's resolution;

WHEREAS, the Board has been honoring the Certificates of Completion of the refresher course issued by the APMC in the absence of any College of Medicine that can enforce the Board’s resolution;

WHEREAS, as no College of Medicine has yet established a refresher course, the Board has no recourse other than to continue considering APMC’s issued Certificates; and

WHEREAS, albeit APMC can go on with the operation of the course, yet it is appropriate and expedient now to require every college of medicine to offer such course in order to serve the intent and spirit of Sec. 21 on the proper application thereof,

NOW, THEREFORE, by virtue of its power to carry out the provisions of R.A. No. 2382, as amended, the Board hereby RESOLVED, as it so RESOLVES, to continue honoring and accepting the Certificates of Completion of the refresher course issued by the APMC and submitted by an applicant for the Physician Licensure Examination.

FURTHER, RESOLVED, to direct every college of medicine to offer its own refresher course which is substantially in accordance with that prescribed by the Board in Res. No. 153, Series of 1990.

FURTHERMORE, RESOLVED, to enjoin the college of medicine that conducts the course to submit to the Board its course study and progress after six (6) months from the inception thereof.

MOREOVER, RESOLVED, to come out with a prescribed uniform standard refresher course to be based on the course submitted by the conducting or operating college of medicine.

LIKEWISE, RESOLVED, that the herein resolution, upon approval hereof by the Commission, shall be effective after fifteen (15) days following its publication in the Official Gazette or newspaper of general circulation, whichever is earlier.

FINALLY, RESOLVED, that the herein resolution be widely and intensively disseminated to all the Colleges of Medicine in the Philippines.
