CLARIFICATION/ADDITIONAL INSTRUCTIONS TO CMO 55-2010 ENTITLED “REDEFINING THE DUTIES AND RESPONSIBILITIES UNDER CMO 35-2010 OF THE OFFICES RESPONSIBLE FOR THE ISSUANCE OF CERTIFICATES OF PAYMENT AND PROVIDING SUPPLEMENTAL INSTRUCTIONS IN THE IMPLEMENTATION THEREOF”



In view of the concerns raised on CMO 55-2010, particularly on some categories not specifically mentioned therein, the following clarifications/additional instructions are hereby issued:

1. Certificates of Payment for all types of motor vehicles subject of Auction Sales/ Settlement and/or Redemption which are clearly personally owned or intended for personal use shall be issued by the District Collector of Customs.

2. Certificates of Payment for all types of motor vehicle importations of CAMPI and AVID members shall be issued by the Deputy Collector for Assessment. Motor vehicles under this category include motorcycles, semi-knocked down units and others being imported by members of the aforementioned associations.

3. Issuance of Certificates of Payment for importations of knocked-down parts made by accredited assemblers/manufacturers shall be made by the Chiefs, Section 6-FED or equivalent unit.

4. Certificates of Payments for other importations not specifically included in the categories mentioned in CMO 55-2010 and in this Order shall be issued by the Chief, Formal Entry Division.

Chiefs of divisions/sections affected by CMO 55-2010 and this Order are directed to coordinate with the MISTG for electronic access to the e-CP system.
