SUPPLEMENT TO DECS ORDER NO. 42, S. 1999



1. DECS Order No. 42, s. 1999 entitled: “Moratorium on the Establishment of New High Schools, Opening of Annexes/Extension Classes, Separation and Conversion of Schools”, is without prejudice to any act of Congress providing for the creation, extension, separation and conversion of high schools or annexes thereof and appropriating funds therefor.

2. Notwithstanding the moratorium declared by DECS Order No. 42, the Secretary, after prior consultation with the Regional Director concerned, may authorize the creation, extension, separation and conversion of high schools or annexes thereof, where compelling justifiable grounds exist therefor.

3. Immediate dissemination and compliance with this order is desired.
