OPERATIONAL GUIDELINES TO SUPPORT THE IMPLEMENTATION OF MTLDP'S LIVESTOCK INFRASTRUCTURE AND FACILITIES PROJECTS



In order to ensure the smooth and effective implementation of the livestock infrastructure and facilities projects of the Medium Term Livestock Development Plan (MTLDP) and of the following operational guidelines (in addition to the provisions of the DA Memorandum dated 22 July 1993, and 15 October 1993) should be observed:

1. Livestock Infrastructure and Facilities refers to pre and post production infrastructure, facilities and technologies such as "infrastructure development of DA stockfarms, nucleus farms and anchor farms, auction markets, stock yards, poultry and piggery house, cattle sheds, abattoirs, meat and milk processing plants, biogas, digester, etc.

2. The following DA livestock agencies have the specific responsibilities in the implementation of MTLDP's livestock infrastructure and facilities projects:

a. Bureau of Animal Industry - responsible in the supervision, coordination and providing technical assistance in the implementation auction market, infrastructure development of stocks farm, nucleus farms and anchor farms for the beef cattle program, and poultry, piggery and small ruminants programs; and feedmill projects;

b. National Meat Inspection Commission - responsible in the supervision, coordination, regulation and providing technical assistance in the establishment of slaughterhouses and meat processing plants;

c. Philippine Dairy Corporation - responsible in the supervision, coordination and providing technical assistance in the establishment of dairy milk processing plants, chilling stations, etc.

d. Philippine Carabao Center - responsible in the supervision, coordination and providing technical assistance in the establishment of infrastructure and facilities for the carabao related to carabao upgrading, buffalo based dairy production, and improvement/strengthening of the farm equipment for draft animals.

Likewise, the above agencies shall be responsible in providing technical assistance to the DA regional Field Offices in the implementation of livestock infrastructure and facilities projects in the regional level.

3. The DA Regional Field Offices (through its regional Agricultural Engineering Group) in coordination with concerned Livestock Agencies shall provide engineering support (plans and design preparation, engineering supervision), and assist in the monitoring and evaluation of livestock infrastructure and facilities projects. Furthermore, the DA Regional Field Offices shall be responsible in coordinating with the Local Government Units for the necessary support for the MTLDP's livestock infrastructure and facilities projects.

4. In order to ensure proper coordination at the national level, a Livestock Infrastructure and Facilities Technical Working Group is hereby created composed of the technical staff of BAI, NMIC, PDC, LDC, and PCC, and the Special Assistant for Agricultural Engineering Affairs of DA-OSEC. The Technical Working Group which shall be reporting to Assistant Secretary for Livestock shall have the following functions:

a. Prepare a comprehensive and integrated livestock infrastructure and facilities plan and program to support MTLDP;

b. Provide policy recommendations regarding livestock infrastructure and facilities concerns;

c. Prepare or update engineering standards and specifications on livestock infrastructure and facilities for submission to DA Management;

d. Act as the forum for the discussion of livestock infrastructure and facilities problems and other related issues.
