SUPPLEMENTAL RULES AND REGULATIONS TO IMPLEMENT P.D. 953



In support of P.D. 953, "Requiring the planting of trees in certain places and penalizing unauthorized cutting, destruction, damaging and injury of certain plants and vegetation", the Board has passed Resolution No. 532 Series of 1993, which approves the Rules and Regulations to implement P.D. 953. Relative to this, the HLRB issued this Administrative Order identifying the suitable tree species and the manner of planting these in designated areas of subdivision to prevent damage to underground utility lines and overhead power transmission lines.

Definition of Terms

1.  Shade trees are usually large trees with profused branches and extended laterally and at least four meters in height.

2.  Ornamental trees are medium-sized trees with less profused primary branches and attain a maximum height of three (3) meters.

3.         Garden Plants do not have primary branches and single woody stem.

B.1.     Location of Shade Trees —

1.   All shade trees shall be planted along the side of the road opposite the distribution lines. (see figure 1)

2.  The typical distance between shade trees is five (5) meters.

3.   Houseowners should not be allowed to plant shade trees in their premises within five (5) meters from the distribution line for safety purposes.

B.2.  Recommended Species of Shade Trees — The following are recommended species of shade trees:

  1. NARRA (Pterocarpus indicus)
  2. RAIN TREE (Samanea saman)
  3. MABOLO/KAMAGONG (Diospyros philippensis)
  4. RED BOTTLE BRUSH TREE (Callistemon citrinus)
  5. MOTTLED LEAF DAPDAP (Erythrina variegata)
  6. MANGIUM (Acacia mangium)
  7. FIRE TREE (Delonix regia)
  8. PILI (Canarium ovatum)
  9. FIDDLED FIG TREE (Ficus pandurata)
  10. SARACA (Saraca declinata)
  11. CABALLERO (Caesalpinia pulcherrima)
  12. GOLDEN SHOWER (Cassia fistula)
  13. MAHOGANY (Swietenia macrophylla)
  14. TALISAI (Terminalia catappa)
  15. YELLOW SHOWER (Cassia fruticosa)
  16. (Lagerstroemia indica)

B.3.     Location of Ornamental Trees

1.         Ornamental trees should be planted on the planting strip along the side of the primary line. (see Figure 1)

2.         The typical distance between ornamental trees is three (3) meters.

B.4.     Recommended Species of Ornamental Trees

1.         The following are recommended species of trees and palms that can be planted for ornamental landscape:

  1. CANDLE TREE (Parmentiera cerifera)
  2. CALABASH TREE (Crescentia cujete)
  3. BUTTERCUP TREE (Cochlospermum vitifolium)
  4. BITONGOL (Flacourtia rukam)
  5. FIREBALL (Calliandra haematocephala)
  6. BALITBITAN (Cynometra ramiflora)
  7. HONGKONG TREE (Bauhinia blakeana)
  8. PENCIL CEDAR (Juniperus virginianus)
  9. PORTUGESE CYPRESS (Cupressus lusitanica)
  10. MACARTHUR PALM (Ptychosperma macarthuri)
  11. BOTTLE PALM (Mascarena lagenicaulis)
  12. PALMERA (Chrysalidocarpus lutescens)
  13. PALAWAN CHERRY (Prunus junghuhnianus)
  14. AFRICAN TULIP (Spathodia Campanulata)
  15. ALIBANGBANG (Bauhini spp.)
  16. CALACHUCHI (Plumera acutifolia)

2.         Coconut and other high growing palms should not be allowed.

B.5      Location of Electric Poles

1.         All proposed poles shall be 10.6 meters (35 ft.). (see figure 1)

2.         All proposed poles shall be installed 15 cms. from the gutter of the road. (See Figure 1)

C
Planting of Trees in Motorcourt (Models A, B, and C of P.D. 957 and Minor Road of Model C - BP 220)

C.1.     Location of Shade Trees

1.         Planting of shade trees on motor court should not be allowed.

2.         Houseowners should not be allowed to plant shade or ornamental trees within five (5) meters from the distribution line for safety purposes.

C.2      Location of Ornamental Trees

1.         Only ornamental trees and palms should be planted on minor roads (for Model C subdivisions) and motorcourt opposite the distribution line. (See figure 2)

2.         For alleys and pathwalk planting of any types of trees is not allowed.

C.3      Recommended Species of Trees and Palms

1.         The following are recommended species of trees and palms that can be planted for ornamental landscape:

  1. CANDLE TREE (Parmentiera cerifera)
  2. CALABASH TREE (Crescentia cujete)

  1. BUDHA BAMBOO (Bambusa ventricosa)
  2. BASTON DE SAN JOSE (Cordyline terminalis)
  3. TIGRE (Sanseviera prain var.laurentii)
  4. ORNAMENTAL BANANA (Musa ornata)
  5. YELLOW PLANTAIN (Heliconia bihai)
  6. RED LEAF HELICONIA (Heliconia metallica)
  7. FALSE BIRD OF PARADISE (Heliconia platystachys)
  8. NARROW LEAF HELICONIA (Heliconia psittacorum)

C.6      Location of Electric Poles

1.  All proposed poles should be 10.5 meters (35 ft.)

2.  All proposed poles shall be installed 15 cms. from the gutter of the road. (See Figure 2)
