In support of P.D. 953, "Requiring the planting of trees in certain places and penalizing unauthorized cutting, destruction, damaging and injury of certain plants and vegetation", the Board has passed Resolution No. 532 Series of 1993, which approves the Rules and Regulations to implement P.D. 953. Relative to this, the HLRB issued this Administrative Order identifying the suitable tree species and the manner of planting these in designated areas of subdivision to prevent damage to underground utility lines and overhead power transmission lines.

Definition of Terms
1. Shade trees are usually large trees with profused branches and extended laterally and at least four meters in height.
2. Ornamental trees are medium-sized trees with less profused primary branches and attain a maximum height of three (3) meters.
3. Garden Plants do not have primary branches and single woody stem.

Planting of Trees in Major, Minor, Collector and Service Roads of Models A, B, C, - Major of P.D. 957 and Major Roads of Models A, B, and C, of BP 220
B.1. Location of Shade Trees —
1. All shade trees shall be planted along the side of the road opposite the distribution lines. (see figure 1)
2. The typical distance between shade trees is five (5) meters.
3. Houseowners should not be allowed to plant shade trees in their premises within five (5) meters from the distribution line for safety purposes.

C.1. Location of Shade Trees
1. Planting of shade trees on motor court should not be allowed.
2. Houseowners should not be allowed to plant shade or ornamental trees within five (5) meters from the distribution line for safety purposes.
C.2 Location of Ornamental Trees
1. Only ornamental trees and palms should be planted on minor roads (for Model C subdivisions) and motorcourt opposite the distribution line. (See figure 2)
2. For alleys and pathwalk planting of any types of trees is not allowed.
