[ CESB RESOLUTION NO. 780, November 11, 2008 ]

ENTITLEMENT OF GAWAD CES WINNERS TO A RANK HIGHER THAN THEIR CURRENT CESO RANK OR POSITION



WHEREAS, Presidential Decree No. 1 created the Career Executive Service Board (CESB) to serve as the governing body of the Career Executive Service and mandated it to promulgate rules, standards, and procedures on the selection, classification, and career development of its members;

WHEREAS, the CESB implemented a recognition program in 2005 known as the “Search for Outstanding Career Executive Officers”, which intended to pay tribute to outstanding Career Executive Service Officers (CESOs) and Third Level Eligibles occupying CES positions whose exemplary accomplishments or contributions lead to positive innovations in public management and contribute to sustainable socio-economic developments that ultimately improve the quality of life of the Filipinos;

WHEREAS, the Outstanding CEO Award has been upgraded to an annual Presidential Awards program for the Career Executive Service known as the GAWAD CES, through Executive Order No. 715 dated March 28, 2008;

WHEREAS, the said award is based on demonstrated exemplary performance and significant contributions that concretize the ideals of the Career Executive Service of “bringing change where it is needed, expertise where it is missing, and leadership where it is wanting”;

WHEREAS, it is imperative to highlight these outstanding accomplishments of third level career executives to reward and encourage consistent and superior performance from them, and motivate others in government to give their best to public service and promote excellence among their ranks;

WHEREAS, the CSC’s Search for Outstanding Public Officials and Employees is likewise based on exceptional or extraordinary contributions resulting from an idea or performance that has nationwide impact on public interest, security and patrimony;

WHEREAS, it is imperative to highlight these outstanding accomplishments of third level career executives to reward and encourage consistent and superior performance from them, and motivate others in government to give their best to public service and promote excellence among their ranks;

WHEREAS, th e board has been previously recommending the promotion to a higher rank of CESOs, who obtained a rating of “Outstanding” in the CESPES;

WHEREAS, the winners of the GAWAD CES and the CSC’s Search for Outstanding Public Officials and Employees have been chosen based on outstanding accomplishments and exemplary performance that would warrant a promotion in rank;

WHEREFORE, the above-mentioned premises considered, the Board RESOLVES, as it is hereby RESOLVED, to allow promotion in rank to winners of the GAWAD CES and the CSC’s Search for Outstanding Public Officials and Employees.

RESOLVED FURTHER, that in cases where promotion in rank could not be had by an awardee in view of certain limitations in law, the said awardee shall instead be entitled to the corresponding one salary grade increase that a promotion in rank entails.
