Pursuant to the findings of the Director, National Bureau of Investigation embodied in his letter dated January 29, 1991, that the bidding of Public Works Projects in Masbate Engineering District, Masbate, Masbate, were pre-arranged to the point that the public bidding was reduced to a mere ceremony, the following contractors who participated in the said bidding including their respective officers/stockholders are hereby suspended/blacklisted from participating in any bidding and/or entering into any contract with this Department and its line agencies effective immediately:

4. AL's Construction;
5. JCS Construction;
6. Jorgie Construction;
7. AMMA Construction;
8. CAA Enterprises;
9. DES Construction;
10. Masbate 3D Construction; and
11. Balor Construction Company.
