CLARIFICATORY GUIDELINES ON THE PROVISION OF LINE HANDLING SERVICE AND CORRESPONDING RATES THERETO



1. AUTHORITY

1.1 PPA Administrative Order No. 06-81;

1.2 PPA Memorandum Order No. 32-98; and

1.3 Cargo Handling Contractors' Schedule of Cargo Handling Tariff

2. SCOPE

This Order shall cover the services of making fast and letting go lines of domestic vessels at any government port under the jurisdiction of the Authority.

3. PURPOSE

3.1 To clarify issues/matters pertaining to the provision of line handling service;

3.2 To ensure strict observance and implementation of the prescribed service rates;

4. GUIDELINES

4.1 Provision of the Service —
4.1.1 As a general policy, the PPA-authorized cargo handling contractor/operator shall be responsible for providing the line handling service to vessels berthing in their respective areas of operation.

4.1.2 The service of securing or releasing vessels' mooring lines shall not be subcontracted by the cargo handler to a third party.

4.1.3 In ports where the service is provided by another operator by virtue of an unexpired permit, PPA shall allow the said entity to continue rendering the service until the expiration of the permit. Thereafter, the authorized cargo handler shall automatically take over the operations of the line handling service in the port.

4.1.4 To ensure the safety of the portworkers, pedestrians and passengers during the conduct of the line handling activity, the authorized operator shall strictly follow the procedures and precautionary measures stipulated in PPA Administrative Order No. 06-81.
4.2 Service Rates
4.2.1 Pending rationalization of the existing tariff, the interim rates for line handling (making fast and letting go lines) of domestic vessels at any government port under the jurisdiction of PPA shall be those prescribed in the cargo handling schedule of rates for the particular port as listed in Annex "A".

4.2.2 In government ports where there are no established line handling rates, the charges shall not be higher than the tariff in the nearest government port included in the attached list.
4.3 Responsibility of the Port Manager
4.3.1 The Port Manager shall ensure that the authorized line handling operators provide the service within the prescribed standards of the Authority and impose fees in accordance with the rates prescribed therefor.
5. EFFECTIVITY

This Order shall take effect immediately.
