APPROVING THE TABLE OF EQUIVALENCY FOR IMPLEMENTATION TO THE MANAGEMENT LEVEL COURSES AND AMENDMENT OF SECTION 2 OF MTC RESOLUTION NO. 08, SERIES OF 2007



WHEREAS, Section 2 of Resolution No. 08, series of 2007, which amended Section 29 of Resolution No. 04, series of 2005, requires that a Table of Equivalency be prescribed to exempt a candidate who has completed the prescribed equivalent courses or in-service experience on board ships from attending the Management Level Courses (MLC).

WHEREAS, Resolution No. 12, series of 2007, directs the Professional Regulation Commission (PRC) to implement the Management Level Course for both the Marine Deck and Marine Engineer Officers.

WHEREAS, PRC issued Resolution No. 08-12 for the implementation of MLC for Marine Deck Officers, and Resolution No. 08-09, series of 2008, for Marine Engineer Officers.

WHEREAS, PRC Resolution No. 08-12, series of 2008, provides that An Officer In Charge of a Navigational Watch who PASS the Chief Mate Licensure Examination shall present to the Board of Marine Deck Officers the Certificate of Completion for Function 3 of the Management Level Course from a training provider accredited by the MTC and the Certificate/Documentary proof for the required assessment in Functions 1 and 2 applying the table of equivalency approved by the MTC before he/she will be allowed to apply for the issuance of STCW ’95 Certificates as Chief Mate.

WHEREAS, PRC Resolution No. 08-09, series of 2008, provides that An Officer in Charge of an Engineering Watch who PASSED the Second Engineer Officers Licensure Examination shall present to the Board of Marine Engineer Officers the Certificate of Completion for Function 4 of the Management Level Course from a training provider accredited by the MTC and the Certificate/Documentary proof for the required assessment in Functions 1, 2 and 3 applying the table of equivalency approved by the MTC before he/she will be allowed to apply for the issuance of STCW ’95 Certificates as Second Engineer Officer.

NOW THEREFORE, the Council hereby RESOLVES to approve the attached Annexes* 1 and 2 of the Table of Equivalency for the implementation of the Management Level Courses, in accordance with the provisions of PRC Resolution Nos. 08-12 and 08-09, for Marine Deck and Marine Engineer Officers, respectively.

RESOLVED FURTHER, that Section 2 of MTC Resolution No. 08, series of 2007, is hereby amended to read as follows:

  1. The table of equivalency shall apply to Officers-in-Charge of a Watch who PASSED the appropriate licensure examination/diagnostic test given by PRC, and shall only apply to Functions 1 and 2 for marine deck officers and Functions 1, 2 and 3 for marine engineer officers.

  2. The table of equivalency shall NOT apply to Officers-in-Charge of a Watch who FAILED TWICE or more in the appropriate licensure examination/diagnostic test given by PRC.

  3. An Officer in Charge of a Watch who FAILED TWICE or more in the appropriate licensure examination given by PRC shall be required to take all the Functions of the Management Level Course.

RESOLVED FINALLY, that PRC shall issue the corresponding memorandum circular in the implementation of the Table of Equivalency.
