FILING AND PROCESSING OF CONSUMPTION ENTRY FOR, AND RELEASE OF, PERSONALLY OWNED MOTOR VEHICLES (POVS) AT THE MANILA INTERNATIONAL CONTAINER PORT



To further enhance the realization of the objectives of CMO No. 11-95, it is hereby ordered that all entries for personally owned motor vehicles (POVs), except trucks, discharged at the Manila International Container Port (MICP) shall be filed with and processed at the MICP ONE STOP PROCESSING CENTER (OSPC).

To effect strict compliance with this order, the following steps shall be undertaken:

1. The Unit Heads of the Entry Receiving Units shall see to it that all consumption entries covering POVs are filed with the OSPC. However, entries filed with EPD or FED as the case may be, prior to the effectivity of this order shall continue to be processed by Section 5, FED.

2. Immediately upon stripping, the Port contractor shall transfer all POVs to the OSPC Stalag Area. A list of transfers made in a day including a copy of the Arrastre Survey Report, containing the particulars of the vehicle including the VIN, shall be sent by the contractor to the OSPC daily.

3. All POVs covered by consumption entries filed on the effectivity of this order and ready for release shall only exit thru the designated OSPC gate. For this purpose, ICTSI and the Deputy Collector for Operations shall assign the necessary personnel to man the gate.

The Deputy Collector for Operations, and the Chief, FED as overall supervisor of the OSPC, shall take responsibility in carrying out the provisions of this order.

This order shall take effect immediately.
