NEW HANDICAPPING RULES FOR 3 YEARS OLD RACE HORSES



WHEREAS, the Philippine Racing Commission (Philracom) is mandated to promote and direct the accelerated development and continued growth of horse-racing;

WHEREAS, pursuant to the said mandate there is a need to revise and upgrade a handicapping system {hat is dynamic and progressive to ensure fair and balanced races and ultimately, to protect the betting public;

WHEREAS, PHILRACOM is empowered to prescribed additional rules and regulations to review, modify, approve, or disapprove the rules and regulations issued by persons or entities concerning the conduct of horse races held by them;

WHEREAS, the PHILRACOM sees the necessity at present of passing a handicapping system for three-year old (3yo) horseraces in order to sustain the earlier handicapping rules that govern the two-year old (2yo) race horses and to replace the interim handicapping rules/system for three-year old (3yo) race horses earlier passed by the Commission;

WHEREFORE, it is hereby resolved by the Board of Commissioners of the PHILRACOM, after due notice and thorough consultation with the horse owners and other persons/entities concerned, that a new handicapping system for three-year old (3yo) race horses be adopted and promulgated as follows:

NEW HANDICAPPING RULES FOR 3YO*
*subject to PHILRACOM review after 3 months

It is further resolved that the foregoing rules shall take effect on February 17, 2008 following its publication in the Official Gazette and shall be subject to review after three (3) months of implementation.
