[ POEA GOVERNING BOARD RESOLUTION NO. 03, S. 2012, February 03, 2012 ]

TOTAL DEPLOYMENT BAN IN IRAQ



WHEREAS, Section 5 of Republic Act No. 10022, authorizes the POEA Governing Board after consultation with the Department of Foreign Affairs to terminate or impose a ban on the deployment of migrant workers in pursuit of the national interest or when public welfare so requires;

WHEREAS, Governing Board Resolution No. 8, series of 2007, was issued suspending the processing and deployment of all workers bound for Iraq and Afghanistan because of the unstable peace and order situation in the said countries;

WHEREAS, Governing Board No. 5, series of 2011, was issued allowing those with existing contracts in Iraq and Afghanistan and working inside American military camps and facilities to finish their contracts, and allowed its extension or renewal onsite. The workers were also allowed to be redeployed to these countries to finish their contracts should they go home to the Philippines before its expiration.

WHEREAS, in view of the expected surge of terrorism and sectarian violence in Iraq following the withdrawal of US military forces last December 2011, the Department of Foreign Affairs has raised to Alert Level 2 the Alert Level in Iraq, except in the Iraqi Kurdistan Region.

WHEREAS, the imposition of a total deployment ban is recommended in countries placed under Alert Level 3.
 

NOW, THEREFORE,  the POEA Governing Board, in a meeting duly convened, RESOLVES, AS IT IS HEREBY RESOLVED, to impose a total deployment ban in Iraq, except in the Iraqi Kurdistan region, until such time that it has been determined that the security condition has normalized, after due consultation with the Department of Foreign Affairs.

The POEA is hereby directed to issue an advisory for the information and guidance of all concerned.
