WHEREAS, Section 12 of Republic No. 1378, an “Act to Regulate the Trade of Master Plumbers,” provides, to wit:

“All applicants for registration as master plumber shall be required to pass an examination as herein provided.

Persons applying for admission to the examination as herein provided, shall, prior to the date of the examination, establish to the satisfaction of the Board of Examiners, that he:

a. is at least twenty-one years of age;
b. is a citizen of the Philippines;
c. is of good moral character;
d. is at least a high school graduate; and
e. has at least five years of experience in actual plumbing work under the supervision of a registered master plumber.”

WHEREAS, the Board has allowed applicants with 5-year actual plumbing work experiences, obtained before their high school graduation to sit in the board licensure examination for Master Plumbers (BLEMP);

WHEREAS, PRC Resolution No. 2009-523, Series of 2009 prescribes pre- determined criterion level by each professional regulatory board (PRB) before the administration of licensure examination to improve further the standards of professional practice and to insure that Filipino professionals are globally competitive;

WHEREAS, the policy of allowing applicants with the 5-year experiences gained after high school graduation is in keeping with the objective of PRC Res. No. 2009-523-Series of 2009; and

WHEREAS, the admission to the BLEMP of only applicants with the 5-year plumbing experiences earned after high school graduation will enable the working plumbers to gain more effective, efficient, qualitative, and productive skills, knowledge, and competencies;

WHEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to count the five-years actual plumbing work experiences after high school graduation; accordingly, to admit only applicants with the foregoing qualification of:

a. One year experience as an apprentice in a duly registered and licensed plumbing company;
b. Two years experience as an assistant plumber or plumber; and
c. Two years experience as a journeyman plumber; Provided, all these certificates showing the aforementioned years of experiences shall be signed under oath and issued by a registered and licensed master plumber/s with a valid Certificate of Registration and a valid Professional Identification Card and with unexpired PTR.

FURTHER, RESOLVED, the Application Division of the PRC Central Office and the Application Sections/units of the PRC Regional Offices are directed to accept applicants with experiences as mentioned in the foregoing qualification and as supported with the certifications/certificates on the required years of experiences.

RESOLVED, this Resolution shall apply in the subsequent Board Licensure Examinations for Master Plumbers (BLEMP).

This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.
