WHEREAS, there is a need to rationalize and to promote transparent utilization of government resources, including those from foreign sources;

WHEREAS, the US PL-480 Title I Program is one of the foreign commodity programs of the Department of Agriculture being handled by the National Agricultural and Fishery Council;

WHEREAS, in adherence to government policy on transparency and in order to foster effective and efficient use of resources, a new set of guidelines on the utilization of the Proceeds of the PL-480 Title I Program is hereby approved;

NOW, THEREFORE, I, ARTHUR C. YAP, Secretary of the Department of Agriculture, y the powers vested in me do hereby issue this Order, for the implementation of the pr°visions of the "Utilization Guidelines of the PL-480 Title I Program" (copy attached).^*

This order shall take effect immediately.
