WHEREAS, there is a need to rationalize and to promote transparent utilization of government resources, including those from foreign sources;

WHEREAS, the 2KR is one of the foreign commodity programs of the Department of Agriculture being handled by the National Agricultural and Fishery Council;

WHEREAS, in adherence to government policy on transparency and in order to foster effective and efficient use of resources, a new set of guidelines on the utilization of the proceeds of the 2KR is hereby approved;

NOW, THEREFORE, I, ARTHUR C. YAP, Secretary of the Department of Agriculture, by the powers vested in me do hereby issue this Order, for the implementation of the provisions of the "Utilization Guidelines of the 2KR" (copy attached).^*

This order shall take effect immediately.
