RECALL OF PNS 127:2004 – COLD-REDUCED CARBON STEEL SHEET OF COMMERCIAL AND DRAWING QUALITIES-SPECIFICATIONS FROM THE LIST OF MANDATORY PHILIPPINE NATIONAL STANDARDS



WHEREAS, BPS Memorandum Circular No. 13: Series of 2009 titled “Implementing Guidelines for the Mandatory Certification of Cold-Reduced Carbon (CRC) Steel Coils/ Sheets under PNS 127:2004 prescribed schedule of the implementation as follows:

11. EFFECTIVITY

11.1 These guidelines shall take effect in accordance with the following schedule

11.1.1 Voluntary Certification – 02 January 2010

11.1.2 Mandatory Certification – 01 April 2010

11.1.3 Monitoring and Enforcement - 01 June 2010

WHEREAS in the month of March 2010, position papers were received from the various industry sectors requesting deferment and/or removal of PNS 127:2004 from the list of mandatory standards that led to the suspension of the implementation until determination is made whether or not its mandatory status be recalled and reverted to voluntary status.

WHEREAS, the BPS through the Product Certification Advisory Committee, BPS Technical Committee 64 (Flat Sheet Products)) and the Technical Working Group created for the purpose of the study came up with a recommendation that PNS 127:2004 standard be recalled as mandatory standard for reason that the product covered by said standard is predominantly used as intermediate material for processing further into finished products.

WHEREAS, maintaining PNS 127:2004 in the list of mandatory standard would delay the release of cargo thereby burdening users of said materials brought about by conformitory assessments that have to be conducted.

NOW, THEREFORE, in view of the foregoing, the mandatory certification of Cold Reduced Carbon Steel Coils/Sheets on 01 April 2010 is hereby recalled and its status as Philippine National Standard is reverted to voluntary status. All orders issuances related to the mandatory implementation of standard are hereby repealed or modified.
