AN ORDINANCE GRANTING FREE MEDICAL CARE TO CERTAIN INDIVIDUALS ON ALL CITY-OWNED GOVERNMENT HOSPITALS WITHIN THE TERRITORIAL JURISDICTION OF THE CITY OF MANILA, AND FOR OTHER PURPOSES

Be it ordained by the City Council of Manila, in session assembled, THAT:

SECTION 1. Coverage. -

  a.)
All barangay officials including, but not limited to barangay treasurer, barangay secretary, barangay tanod and members of the lupong tagapamayapa and their immediate dependents below 18 years of age;
  b.)
All employees of the City Government of Manila;
  c.)
Persons lawfully arrested by police officers and barangay officials;
  d.)
Senior citizens who are actually residing in the City Of Manila; and
  e.)
All uniformed and non-uniformed personnel of the Manila Police District (MPD).

SEC. 2. It is hereby declared that all individuals mentioned under Section 1 hereof are granted free medical care on all city-owned government hospitals within the territorial jurisdiction of the City of Manila, PROVIDED, that persons falling under Section 1(c) hereof can only avail medical care in relation to their arrest.

SEC. 3. Entitlement. -
Free medical care includes:
a.) Medical Check-up and Medical Certificate;
b.) Professional fees;
c.) Subsistence;
d.) Medicines;
e.) Medical Attendance;
f.) Surgery or surgical expenses;
g.) X-rays;
h.) Laboratory fees; and
i.) Other hospital expenses.
SEC. 4. Separability Clause. - if, for any reason, any part or provision of this Ordinance shall be held unconstitutional or invalid, other parts or provisions hereof, which are not affected thereby, shall continue to be in full force and effect.

SEC. 5. Amendatory Clause. - All ordinances, rules and regulations that are inconsistent with this Ordinance are hereby amended accordingly.

SEC. 6. Effectivity Clause. - This Ordinance shall take effect immediately upon its approval.

This Ordinance was finally enacted by the City Council of Manila on April 8, 2014.
