"Excerpts from the minutes of the 65th Regular Session of the 6th City Council of Valenzuela held on February 09, 2015 at 2:30 P.M. at the City Council's Session Hall, 3rd Floor, Legislative Building, Valenzuela City Hall, Karuhatan, Valenzuela City, Metro Manila.

AN ORDINANCE ESTABLISHING AND INSTITUTING 3-S (SENTRO NG SAMA-SAMANG SERBISYO) CENTERS IN ALL BARANGAYS OF VALENZUELA CITY AND PROVIDING FUNDS THEREFOR.

WHEREAS, Section 16 of Republic Act 7160 otherwise known as the Local Government Code of 1991 provides that "every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfares";

WHEREAS, Section 17 par. (a) of the Local Government Code of 1991 states "that Local Government Units shall endeavor to be self-reliant and shall continue exercising the powers and discharging the duties and functions currently vested upon them. They shall also discharge the functions and responsibilities of national agencies and offices devolved to them pursuant to this Code;

WHEREAS, Sangguniang Panlungsod Ordinance No. 62 provides the establishment of the 3-S (Simple Speed Service) in public service program which covers all city government offered services related to business registration, permits and licensing procedure in Valenzuela City;

WHEREAS, in correlation with Ordinance No. 62, the City Government conceptualized the "3-S (Sentro ng Sama-samang Serbisyo) Centers" with the objective of establishing said center in each and every barangay in Valenzuela City for the purpose of promoting an efficient and accessible, and responsive provision of government services for the convenience and benefit of its constituents;

NOW, THEREFORE, BE IT ORDAINED as it is hereby ORDAINED by the Sangguniang Panlungsod of Valenzuela, in a session duly assembled, that,

SECTION 1. TITLE. This Ordinance entitled "Ordinance Establishing and Instituting 3-S Centers (Sentro ng Sama-Samang Serbisyo) in All Barangays of Valenzuela City and Providing Funds Therefor" shall be known as the "3-S Center Ordinance";

SECTION 2. SCOPE AND COVERAGE OF THIS ORDINANCE. This Ordinance shall cover the establishment of an integrated government service center in each and every barangay in Valenzuela City which shall be know as "3-S Centers". The 3-S Centers shall have a functional government service center offering services such as payment of Real Property Taxes, issuance and renewal of Business Permits and Licenses and registration, application and issuance of Local Civil Registry records/documents;

Further, 3-S Centers shall include disaster risk reduction and management facilities which shall serve as the City Government's rapid response to natural calamities and other emergencies.

SECTION 3. THE ESTABLISHMENT OF 3-S CENTERS IN EACH BARANGAY OF VALENZUELA CITY. The establishment of integrated government facilities in each barangay which shall be known as 3-S Centers is hereby formally instituted and shall have two (2) primary purposes namely:
  1. Accessible, and efficient governance; and
  2. Pre-positioning of rescue equipments, personnel and supplies for emergency and disaster risk reduction management.
The 3-S Centers may include the following satellite government facilities depending on the needs of the various barangays in Valenzuela City:
  1. Barangay Hall;
  2. Rescue Center;
  3. Fire Sub-Station;
  4. Police Sub-Station;
  5. Health Station;
  6. Social Welfare Office;
  7. Multi-purpose Hall; and
  8. Day Care Centers.
It shall also have a functional government service center capable of issuing and accepting payments for Real Property Taxes; Business Permits and Licenses and registration, application and issuance of documents for public records at the Civit Registry

Likewise, the City of Valenzuela envisions 3-S Centers to be the City's immediate rescue and emergency response centers in times of calamities and other crisis.

SECTION 4. APPROPRIATION. The City Government through the Office of the City Mayor shall appropriate a reasonable amount to be used in the implementation of this Ordinance which shall be included in its general allocation.

SECTION 5. SEPARABILITY CLAUSE. If for any reason, a part of this Ordinance is declared illegal or Invalid, other parts or provisions hereof which are not affected thereby shall remain valid and in full force and effect.

SECTION 6. REPEALING CLAUSE. All previous Ordinance and rules/regulations inconsistent with the provisions hereof are deemed repealed or modified accordingly;

SECTION 7. EFFECTIVITY CLAUSE. This Ordinance shall take effect fifteen (15) days after its publication in a newspaper of general circulation.
