REPEAL OF MANDATORY DRUG TESTING FOR ISSUANCE OF DRIVERS’ LICENSES



Section 19 of Republic Act No. 10586, otherwise known as the “Anti-Drunk and Anti-Drugged Driving Act of 2013”, has expressly repealed the conduct of mandatory drug testing under subparagraph (a) Section 36 of Republic Act No. 9165 (Comprehensive Dangerous Drugs Act of 2002).

Pursuant thereto, applicants for new and/or renewal of drivers’ licenses are no longer required to present certification that he/she has undergone a mandatory drug test and indicating thereon that he/she is free from the use of dangerous drugs effective immediately.

The requisite rules and regulations to implement the technical and other provisions of RA No. 10586 will be finalized and submitted to the Department of Transportation and Communications.
