AN ORDINANCE GRANTING A CASH GIFT OF ONE HUNDRED THOUSAND PESOS (PhP. 100,000.00), TO EVERY CENTENARIAN IN THE CITY OF MANILA

PREAMBLE

WHEREAS, the World Health Organization estimates life expectancy in the Philippines at 65.4 for men and 72.5 for women as of 2013;

WHEREAS, living to hundred years old, about three decades past the life expectancy, is extremely rare today, with our modern lifestyle making "disease of comfort" (such as those caused by obesity and lack of physical activity) one of the primary causes of death in the country;

WHEREAS, as our nation's role models, having led long, distinguished, healty and disciplined lives, centenarians indeed deserve to be honored and granted the financial assistance they need: NOW, THEREFOR,

Be it ordained by the City Council of Manila, in session assembled, THAT:

SECTION 1. Definition."Centenarian", for purposes of this Ordinance, shall refer to any Filipino citizen aged 100 years or orlder who has been a resident of the City of Manila for a period of at least one (1) year.

SEC. 2. Cash Gift. – Every living centenarian shall, within thirty (30) days from his or her 100th birth anniversary, receive a cash gift of One Hundred Thousand Pesos (PhP. 100,000.00),  from the City Government of Manila, subject to the presentation of proper identification and any other pertinent documents which the Office of the Senior Citizen Affairs may reasonable require.

Living centenarians who reached the age of 100 prior to the effectivity of this Ordinance shall receive the cash gift within thirty (30) days from such effectivity, likewise subject to the presentation of the aforesaid identification and other pertinent documents.

SEC. 3. Funding. – The initial amount necessary for the implementation of this Ordinance shall be sourced from the Special Activities Fund.  Thereafter, the necessary funding for this Ordinance may be provided yearly in the city's Annual Appropriations Ordinance.

SEC. 4. Effectivity Clause. – This Ordinance shall take effect upon its approval.

This Ordinance was finally enacted by the City Council of Manila on March 15, 2016.
