LIFTING OF SUSPENSION OF IN-HOUSE PDOS PROGRAM ACCREDITATION/QUALIFICATIONS AND ADDITIONAL REQUIREMENTS RELATIVE THERETO



Cognizant of the limitation/difficulties obtaining among licensed agencies/entities with no PDOS program contributory to the incidences of violations of the rules governing pre-departure orientation seminar, the Administration in order to enhance compliance therewith deems it proper to afford all parties concerned, the opportunity to conduct PDOS for their own recruits.

WHEREFORE, the suspension of in-house PDOS program accreditation is hereby lifted insofar as it concerns only agencies/entities which meet the qualifications and additional requirements hereunder enumerated:

  1. Parties qualification to apply are:

    1. agencies/entities with a past annual (1989) deployment which meets the required quota of 200 OCWS and 100 seamen for land-based and manning agencies, respectively; and

    2. newly licensed/authorized agencies/entities, first time applicants and/or those not in the list of agencies/entities whose PDOS programs were canceled by virtue of Memo Circular No. 21, Series of 1989.

  2. Additional requirements are as follows:

    1. incorporation in the PDOS program content, discussions on topics so specified in Memo Circular Nos. 36 and 71, Series of 1989;

    2. designation/appointment only of trainor/s who have attended the Refresher Courses conducted by POEA.

  3. Other documents required are the following:

    1. Certification issued by the Licensing and Regulations Office (LRO) relative to item 1 (a) hereof;

    2. Authenticated/certified true copy of the applicant's license/authority in case of newly licensed/authorized agencies; and/or affidavit stating that the applicant is a first timer or is not in the list of those whose PDOS program were canceled;

    3. PDOS program content incorporating therein, discussions on topics so specified under item 2 (a) hereof; and

    4. Certificate/s of attendance of the designated trainor/s issued by POEA.
In the case of agencies/entities whose PDOS programs were canceled, their application for accreditation shall be acted upon one year from date of cancellation of their respective programs.
