SMUGGLING/TRAFFICKING, POSSESSION OR USE OF PROHIBITED DRUGS AND NARCOTICS



In view of the alarming reports to this Administration on the involvement of Filipino seafarers in the smuggling or trafficking of prohibited drugs and narcotics in foreign ports, all Filipino seafarers on board ocean-going vessels are hereby reminded on the administrative penalty provided therefor under the POEA Revised Standard Employment Contract, particularly Item No. 1(b), Appendix 2 thereof, which provides for the delisting of the involved seafarer from the POEA Registry of Seafarers. Once delisted from said Registry, the seafarer can no longer be deployed for overseas employment.

The directive contained in Memorandum Circular No. 36, Series of 1989 for the manning agencies to include in the Pre-Departure Orientation Seminar (PDOS) the evils and ill effects of drug smuggling or trafficking or hereby reiterated.

All shipping companies/seabased principals are requested to disseminate this information to all Filipino seafarers on board their vessels.
