MORATORIUM ON ACCEPTANCE OF APPLICATIONS FOR CERTIFICATES OF PUBLIC CONVENIENCE BY THE LTFRB



In view of the considerable number of public land transportation services, particularly buses, jeepneys and taxicabs, both airconditioned and non-airconditioned or ordinary, that have already been franchised for operation through the issuance of Certificates of Public Convenience by the Land Transportation Franchising and Regulatory Board (LTFRB), it is hereby directed that:

1. The LTFRB suspend, until further orders from the DOTC, the acceptance of new applications for PUB, PUJ and taxi services on all routes in Metro Manila and throughout the country, except on those routes that are either newly opened or experimental/developmental;

2. The LTFRB and the Land Transportation Office (LTO), respectively, conduct an inventory of the number of PUB, PUJ and taxi units already franchised and the number of authorized units actually registered and operating nationwide; and,

3. The LTFRB submit a report to the undersigned on Item No. 2, above, in coordination with the LTO, within ninety (90) days from date hereof.

This Order shall take effect immediately.
