Pursuant to the Maritime Industry Authority Board Resolution No. 94-039, Series of 1994 and in consonance with the pertinent provisions of E.O. 125, as amended, and DOTC Memorandum Order dated 07 September 1994, Notice is hereby given that the following functions shall be exercised by the MARINA effective 15 October 1994:

1. Register vessels and issue certificates, licenses or documents necessary or incident thereto;

2. Undertake the safety regulatory functions pertaining to vessel construction and operation including the determination of manning levels;

3. Undertake the issuance of licenses to qualified seamen and harbor, bay and river pilots; and,

4. Issue and register the Continuous Discharge Book of Filipino seamen.

Existing circulars, orders, rules and regulations relative to the implementation of the above functions are hereby adopted and continues to be valid and effective until amended, superseded and/or repealed.

The MARINA Management shall issue implementing guidelines, rules and regulations to effectively discharge the foregoing functions.

This Circular shall be published in a newspaper of general circulation.
