[ POEA MEMORANDUM CIRCULAR NO. 57, September 26, 1994 ]

PENALTY TO BE IMPOSED ON ERRING AGENCIES AUTHORIZED TO PARTICIPATE IN THE SPECIAL HIRING PROGRAM FOR TAIWAN

In accordance with a directive issued by the Council of Affairs (CLA) of Taiwan, all lead and/or co-agents participating in the Special Hiring Program for Taiwan are hereby informed that an agent's CLA accreditation will no longer be extended once it is found submitting to the Taipei Economic and Cultural Office (TECO) fake passports and/or tampered employment documents for resident visa application. Direct involvement by the agency in faking or tampering documents is not necessary to constitute violation.

The CLA shall likewise exact disciplinary sanctions to agencies found charging workers with excessive placement fees and engaging in illegal recruitment activities.

To further professionalize the industry, all concerned are hereby enjoined to strictly adhere to existing regulations, particularly on documentation and prescribed fees.

This circular takes effect immediately.
