RULES ON THE SUBMISSION OF TECHNICAL REQUIREMENTS BY APPLICANTS OF LOCAL EXCHANGE CARRIER (LEC) SERVICE



Pursuant to Article No. 146, as amended (Public Service Act) and EO 109, series of 1993 and its implementing guidelines and in order to facilitate the early resolution of all applications for LEC service, the following rules are hereby promulgated:

SECTION 1. If an applicant is applying for more than one (1) LEC service areas in one application, one (1) set of technical documents for one (1) LEC service areas shall be submitted two (2) weeks before the schedule of the first hearing.

SECTION 2. If an applicant proposes to use more than one (1) type of central office (CO) equipment and outside plant (OSP) facilities, the applicant shall be required to submit the specifications and other technical details relative to such CO and OSP equipment and facilities and the LEC service areas where the CO and OSP equipment shall be used.

SECTION 3. All CO and OSP installations should strictly adhere to prescribed technical and operating standards.

SECTION 4. Initial cable lay-out route plans for each of the LEC service areas applied for shall be submitted not later than ninety (90) days after the authority is granted and shall form part of the authority/decision.

SECTION 5. This circular shall take effect immediately.
