SALES REPORTING AND INITIAL REGISTRATION OF BRAND NEW IMPORTED MOTOR VEHICLE AND USED IMPORTED MOTOR VEHICLE REPORTED BY ACCREDITED IMPORTER FOR COMPANY/PERSONAL USE

In accordance with Administrative Order No AVT-2014-023 dated 23 January 2014 re: Revised Rules and Regulations on the Accreditation and Stock Reporting of Manufacturers, Assemblers, Importers, Rebuilders, Dealers and Other Entities Authorized to Import Motor Vehicles and/or its Components and Administrative Order No. AVT-2014-024 dated 24 January 2014 re: Revised Rules and Regulations Governing the Sales Reporting and Initial Registration of Brand New and Other Motor Vehicles, and in view of various complaints of the accredited importers of brand new and used motor vehicles intended only for the purpose of company/personal use that cannot be registered due to system limitation in terms of sales reporting, the following guidelines are hereby promulgated for the compliance and guidance of all concerned, to wit:

  1. Commercial invoice from the country of origin for imported brand new motor vehicle shall be accepted in the absence of sales invoice. The details indicated in the commercial invoice such as invoice number and the amount of purchase of said vehicle shall be encoded in the system.
  2. Certificate of title or the commercial invoice from the country of origin shall be accepted for used imported motor vehicle. The certificate of title number and date of registration of said vehicle shall be encoded in the system.

All orders/circulars/memoranda inconsistent herewith are hereby superseded. Strict compliance is hereby enjoined.
