20% DISCOUNT FOR PWD’S PURSUANT TO RA 10754

On July 27, 2015, Republic Act No. 10754, known as “An Act Expanding the Benefits and Privileges of Persons with Disability (PWD), Amending Section 32 of Republic Act No. 7277.” To implement said law, corresponding Rules and Regulations (IRR) have been issued and portion of said IRR read:
Section 6.7 Land Transportation Travel- this shall apply to actual fare for land transportation travel such as, but not limited to, public utility buses or jeepneys, taxis, Asian Utility Vehicles (AUVs), shuttle service, public railways including  Light Transit, Metro Rail Transit and Philippine  National Railways and Transportation Network Vehicle Services (TNVS). The Department of Transportation  including  those  agencies  attached  and  under  its administrative  supervision  and  control  shall  issue  the corresponding guidelines, circulars or directives related to domestic air, sea and land transportation travel and disseminate such information to all concerned.

Hence, in compliance with the above -cited law and consistent with Section 5 (k) and (1) of Executive Order No. 202, the Board hereby directs all public utility operators and drivers to grant 20% fare discounts to PERSONS WITH DISABILITY (PWD), who avail of their services under the following guidelines:
  1.  To avail of the fare discount, Persons With Disability (PWD) should present their respective identification documents, as such as, but not limited to:
    a.   Identification  Card  issued  by  the  National  Council  for  the  Welfare  of Disabled Persons and duly authorized officials of the Local Government Unit (LGU) concerned.
  2.  In  the  case  of  Transportation  Network  Vehicle  Services  (TNVS)  and  taxi service, the full 20% discount on the total fare shall be given to the Persons With Disability (PWD) regardless of the number of his/her companions.

  3. For the other modes of transport (PUB, PUJ, UV Express) the 20% discount shall be based on the amount of fare corresponding to the PWD.

  4. Any  operator  found  in  violation  of  this  Circular  shall  be  subjected  to  the following penalties:
First Offense - P 5,000.00
Second Offense - P10,000. 00/ and six (6) months Suspension of CPC Third Offense - Cancellation of Franchise
This Memorandum shall take effect immediately. SO ORDERED.
