(NAR) VOL. 29 NO. 1/ JANUARY - MARCH 18
Adopted: 14 February 2018
Date Filed: 07 March 2018
In view of the new policy of the Malaysian government allowing employers to directly engage the services of domestic workers service providers from nine (9) source countries including the Philippines, the Department of Labor and Employment (DOLE), through the Philippine Overseas Employment Administration (POEA) hereby implements the following:
- The Administration strictly adheres to the policy of no direct-hire scheme for domestic workers or household service workers;
- Direct hiring of domestic workers bound for Malaysia shall not be allowed except for employers who are members of the diplomatic corps, international organizations and head of states and government officials with the rank of at least deputy minister;
- The Philippine Overseas Labor Office (POLO) in Kuala Lumpur, Malaysia shall not issue the Overseas Employment Certificate (OEC) to Filipinos who have exited the Philippines as tourist and now working in Malaysia. Instead, they will be advised to secure the said OEC at the POEA or its satellite offices once they have returned to the Philippines for a vacation. However, said Filipino tourist who found employment in Malaysia must be registered by the POLO-Kuala Lumpur to enable them to access on-site services of the government.
Prospective applicants seeking employment in Malaysia are strongly advised to take the legal processes of having their employment contract processed by the POEA and take extra-precautionary measures to establish the authenticity of employment offers by verifying the job orders with the POEA through its website at www.poea.gov.ph and its hotlines at 722-11-44 and 722-11-55.
For the information and guidance of all concerned.
