TRANSFERRING OWNERSHIP OF A PORTION OF THE PROPERTY UNDER ADMINISTRATION OF THE PHILIPPINE INFORMATION AGENCY TO THE CITY GOVERNMENT OF MALOLOS, BULACAN
WHEREAS, the government of the Republic of the Philippines had acquired, through expropriation proceedings, private lots situated along McArthur Highway, Malolos, Bulacan, initially comprising a total land area of 449,942 square meters (44.9942 hectares), more or less, hereinafter referred to as the "Property;"
WHEREAS, pursuant to Executive Order No. 100, Series of 1986, upon the abolition of the National Media Production Center, the property now forms part of the assets of the Philippine Information Agency (PIA);
WHEREAS, by virtue of Proclamation No. 22, dated September 23, 1998, twenty-five (25) hectares of the said property had been transferred to the Bulacan State University, leaving about 19.994 hectares, more or less under the administration of PIA;
WHEREAS, the City Government of Malolos, Bulacan, is in need of ten (10) hectares of the aforesaid property to house its proposed City Hall complete with amenities and facilities to serve the needs of the citizens of Malolos, as well as a site for future field offices ob both National and Local Government;
WHEREAS, the transfer of the property to the City Government of Malolos, Bulacan, would greatly benefit the residents of Malolos City as it would not only decongest the growing traffic along the city proper, but also service the needs of the community through a one-stop-shop facility;
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby transfer to the City Government of Malolos, Bulacan, ten (10) hectares of the property fronting the National Highway mentioned above to house the new proposed City Hall of the City of Malolos complete with all its amenities and facilities, as well as a site for future field offices of the both National and Local Government.
The remaining portions of the property shall be retained by the Philippine Information Agency for its proposed development plans.
The Land Management Bureau of eh Department of Environment and Natural Resources is hereby directed to cause the survey of the subject area to determine their specific boundaries and to enable the parties to secure their respective titles. The survey plans as approved by the Land Management Bureau shall form part of this proclamation and appended hereto.
