(NAR) VOL. 1 NO.1 / JANUARY - MARCH 1990

[ GTEB MEMORANDUM NO. 89-36, August 09, 1989 ]

QUOTA "FIXING"/SELLING

Reports from reliable sources have reached this office that quota "fixing" and quota selling are purportedly being done by notorious individuals and that the names of certain officials of the GTEB are being used allegedly to facilitate the processing, approval, and/or release of documents from this office and to gain personal monetary benefits arising from the above transactions.

The public is hereby informed that no official of the GTEB has authorized, in any manner, any person or persons to use his/her name to gain any special favors from GTEB.

Let it be known that quota allocations are awarded by the GTEB through bidding. Quota allocations for critical categories are bidded out according to performed local value added (LVA) in the preceding year or period or based on promised LVA. On other categories, quota allocations are based on shipment dates. For assistance or any inquiry on quota allocations, the public is hereby enjoined to consult with GTEB's One-Stop Action Center (OSAC).

We appeal to the public to cooperate and report to us any persons making such false representations so that those responsible can be duly investigated and prosecuted accordingly.

The public is strongly warned against entering into any such transactions involving quota "fixing" and quota selling.

Adopted: 9 Aug. 1989

(SGD.) GLORIA MACAPAGAL-ARROYO

Executive Director

Effective: 9 August 1989
