SEIZED SMUGGLED RICE




You are hereby directed to provide additional measures for guarding and securing seized rice shipments and their carriers under the custody of the Bureau of Customs and thus prevent their unauthorized release.

For this purpose, you are expected to closely coordinate with the appropriate unit or arm of the Philippine National Police in your area of jurisdiction, and/or in cases involving ships and vessels, of the Philippine Coast Guard, and/or with any other law enforcement/AFP units, as the situation may call.

Once the WSD is issued, the seized rice shipments shall be transferred to the nearest NFA warehouse at the expense initially of NFA chargeable to the account of BoC, which in turn shall be charged to the claimant, otherwise the same shall be deducted from the proceeds of the auction or such other mode of disposition, pursuant to the BoC-NFA MOA dated 03 August 2001.
