CLASSIFICATION OF IMPORTED ONION
In view of the fact that the Bureau of Food and Drugs can not come out with a standard on onion and in order to protect the interest of the farmers, all shipments of onion, before it can be levied seven percent (7%) rate of duty under H.S. 0711.10 00, will have to be imported packed in casks or barrels and are mainly used as raw materials for manufacturing purposes.
On the other hand, imported onions declared as provisionally preserved or treated with SO2 but not packed in casks or barrels shall be considered as fresh and classified under H.S. 0703.10 00 unless it can be shown in the BFAD Analysis that the shipment is not ready for immediate consumption.
