RULES AND REGULATIONS ON BEEF AND BEEF PRODUCTS IMPORTATION



Pursuant  to Sections 2 and 3 of PD 1287, Centralizing the Importation of Ruminants for Breeding and Slaughter and Beef, and Section 1 of PD 1593, Amending Section 1 of PD 1297; and in order for the agencies of the Department to exercise a more collective and concerted effort and be more effective in their respective functions, the following rules and regulations are hereby prescribed for the guidance and compliance of all concerned:

A.
Issuance of Authority to Import/Veterinary Quarantine Clearance to Import (VQC)


Imported beef and beef products must be covered by a Veterinary Quarantine Clearance to Import (VQC) priorly issued and duly approved by the Department of Agriculture.  The Bureau of Animal Industry (BAI) shall certify as to the quantity and volume; source; and disease aspect situation; while the National Meat Inspection Commission (NMIC) shall certify as to the quality/standard.

B.
Inspection and Examination of Imported Beef and Beef Products


1. All imported beef and beef products are subject to Veterinary Quarantine Inspection, examination and clearance by DA-BAI Veterinary Quarantine personnel assigned at ports of entry prior to the Bureau of Custom’s processing and release.

2. The same imported beef and beef products must be presented for Veterinary inspection and examination at the Importer’s cold storage/warehouse immediately upon arrival thereat, by the NMIC personnel to determine its quality/standard.

All Orders, or parts/provisions of existing Orders including DA Administrative Orders No. 9 and 23 both series of 1993, that are inconsistent herewith are deemed repealed, revoked or amended accordingly.

This Order shall take effect immediately.
