POLICY ON THE PROCUREMENT OF SECURITY SERVICES



Pursuant to the pertinent provisions of RA 7621 and CPA Board Resolution No. 49-99, in the interest of simplifying the bidding process for the procurement of port security services per CPA Memorandum Circular No. 029-96 (Guidelines on the Procurement of Port Security Services), the following guidelines are hereby prescribed for compliance by all concerned:

SECTION 1. Declaration of Policy — It is hereby the declared policy of the Authority that the bidding for the procurement of port security services be simplified and that the bidder who bids lowest amount to be given preference in the award of the contract, provided that the bids is not below the minimum set by the Authority. Furthermore, a pre-qualified bidder must be willing to offer and comply with the minimum requirements set by the Authority.

SECTION 2. Authority of the General Manager — The General Manager is hereby authorized to issue guidelines setting the minimum requirements in terms of financial capacity, experience, equipment which shall include but not limited to firearms, communications equipment, first-aid kits, motor vehicles, motorbikes, etc., and such other factors as may be necessary or relevant to security services.

SECTION 3. Reservation — Nothing herein provided shall affect the right of the Authority to reject any and all bids or to waive any defect or informality therein and to accept such bids as may be advantageous to the government.

SECTION 4. Repealing Clause — All circulars, orders, and other issuance inconsistent herewith are deemed repealed, amended or modified accordingly.

SECTION 5. Effectivity Clause — This circular shall take effect immediately.
