[ DFA FOREIGN SERVICE CIRCULAR NO. 118-90, March 21, 1990 ]

ISSUANCE OF VISAS TO OFFICIALS FROM COUNTRIES CLASSIFIED AS RESTRICTED



Effective immediately, all Philippine foreign service establishments are authorized to issue visas to the following categories of officials who are nationals of the countries listed under Section 159 of the Philippine Foreign Service Code of 1983 and Foreign Service Circular No. 34-87 dated 28 January 1987, without need of prior authorization from the Department:

1. Members of the Cabinet and party

2. Members of Congress or Parliament and party

3. Deputy Ministers or Undersecretaries and party

4. Other high government officials, but not lower than Director General

5. Officials of U.N. agencies and other international organizations who are coming to the Philippines to attend conferences, the duration of which does not exceed seven (7) days.

All Philippine foreign service establishments shall inform the Department immediately by telex the composition of the delegations together with the members’ birth and passport particulars.

However, this new policy shall not apply to nationals of countries with which the Philippines does not have diplomatic relations, such as the Democratic People’s Republic of Korea and South Africa, whose entry to the Philippines is governed by other existing regulations.
