ISSUANCE OF VISAS TO CITIZENS FROM COUNTRIES PREVIOUSLY CLASSIFIED AS "RESTRICTED"



Effective on this date, all Philippine foreign service establishments are authorized to issue visas to citizens of countries previously classified as "restricted" under Sec. 159 (a) of the Foreign Service Code of 1983 and subsequent regulations issued by the Department. Visas may now be issued to citizens of the aforesaid countries without prior clearance from the Department unless, in the view of the Philippine foreign service establishment, special circumstances exist which warrant the referral of a particular visa application to the Department for prior clearance. It should be clear that while the aforesaid countries no longer belong to the “restricted” category, their nationals will still be required to obtain the proper visas to enter the Philippines.

This new policy shall, however, not apply to nationals of countries with which the Philippines does not have diplomatic relations; thus South Africa, the Democratic People's Republic of Korea and Cambodia remain in the "restricted" category.
