SCHOOL TRANSPORT SERVICES



In accordance with Item No. 9 of DOTC Dept. Order No. 97-1097, providing standard classification for all public land-based transport conveyances, applications for franchises to operate "School Transport Services" may propose the use of the following motor vehicle types:
1.  Sedan;
2.  Asian Utility Vehicles;
3.  Van;
4.  Pick-up;
5.  Station Wagon;
6.  Mini-Coach or Coach,
with entry and exit doors, steel-grilled windows (if not closed body type) with black and yellow stripes at the rear (chevron markings) visible from a distance of 50 meters, without fixed route to/from, school premises. The ventilation of the motor vehicle may either be ordinary or airconditioned, with fare as may be authorized by the Board.

The applications for "School Transport Services" shall invariably be accompanied by, among other requirements, a valid contract between the school and transport provider.

Operators with subsisting Certificates of Public Convenience (CPCs), with the use of any or all of the above vehicle types, originally denominated as "School Bus" may continue operating the unit/s until the expiry date/s of the CPCs. Thereafter, no application/petitions for extension of validity of the expiring/expired CPC shall be accepted. However, operators may opt to file applications for conversion of their units into "School Transport Services" anytime during the subsistence of their respective CPCs.

All issuances, or parts thereof, which are inconsistent herewith are hereby modified accordingly and/or superseded/revoked.

This Memorandum Circular shall take effect fifteen (15) days after the filing of three (3) copies hereof with the UP Law Center, in accordance with Presidential Memorandum Circular No. 11, dated October 9, 1992.
