RESOLUTION NO. R-652, AFFIRMING HLURB BOARD RESOLUTION NO. R-639, DATED 10 MARCH 1999, DENYING THE PROPOSED REZONING OF THE GSIS PROPERTY ALONG ELLIPTICAL ROAD, DILIMAN, QUEZON CITY, AS CONTAINED IN CITY ORDINANCE NO. SP-473, S. 1996, FROM INSTITUTIONAL TO SPECIAL DEVELOPMENT ZONE

Quoted hereunder is the subject resolution approved by the Board of Commissioners on 13 October 1999:

“WHEREAS, the Board, due to the request of the government of Quezon City for reconsideration of Board Resolution No. R-639, dated 10 March 1999, Denying The Proposed Rezoning of the GSIS Property Along Elliptical Road, Diliman, Quezon City, as Contained in City Ordinance No. SP-473, s. 1996, from Institutional to Special Development Zone, decided to give due course to the various concerns and issues being raised pertinent and subsequent to the denial by directing the Quezon City government and other sectors concerned to submit their position papers to the Board;

WHEREAS, the Board, following evaluation of the position papers submitted, finds:

1.      That the Quezon City Parks Development Foundation, Inc., UP Village residents, and the Alliance of Quezon City Homeowners Associations, continue to oppose the proposed reclassification on grounds already cited by the Board in Resolution No. R-639 both with respect to the procedural and substantive aspect of the Quezon City Ordinance No. SP-473, s. 1996: and

2.      That the justifications, submissions and arguments raised therein by the government of Quezon City have already been taken into consideration and passed upon in the promulgation of the above resolution: and

WHEREAS, the Board finds no cogent reason to disturb or modify its decision.

WHEREFORE, BE IT RESOLVED, as it is hereby RESOLVED, TO AFFIRM Resolution No. R-639, dated 10 March 1999, of this Board, as the same is hereby AFFIRMED.”
