[ DTI DEPARTMENT ADMINISTRATIVE ORDER NO. 1, February 20, 1992 ]

AMENDING MINISTRY ORDER NO. 69, SERIES OF 1983, AS AMENDED BY DEPARTMENT ADMINISTRATIVE ORDER NO. 6, SERIES OF 1991[*], TO INCLUDE REPUBLIC ACT NO. 7042 (THE FOREIGN INVESTMENTS ACT OF 1991) AND EXECUTIVE ORDER NO. 259, SERIES OF 1987 (AN ACT TO RATIONALIZE THE SOAP AND DETERGENT SURFACTANT INDUSTRY) IN THE ENUMERATION OF TRADE AND INDUSTRY LAWS



WHEREAS, R.A. 7042 was enacted in pursuance of the policy of the Government to attract more foreign investors in the Philippines by having stable and transparent policies and procedures;

WHEREAS, E.O. No. 259 was enacted pursuant to the policy of the State to encourage the establishment of commercial activities and industries geared towards the production of goods and services using indigenous raw materials;

WHEREAS, R.A. No. 7042 and E.O. No. 259, which are trade and industry related legislations, do not provide for administrative adjudication of cases of violations of said laws;

WHEREAS, E.O. NO. 913 authorizes the Secretary of Trade and Industry to administratively adjudicate cases of violations of trade and industry laws;

WHEREAS, said R.A. 7042 and E.O. 259, which are considered trade and industry laws, are not included in the enumeration under Ministry Order No. 69, Series of 1983.

NOW, THEREFORE, the following are prescribed:

SECTION 1. Section 1(d) of Ministry Order No. 69, Series of 1983, as amended by DAO No. 6, Series of 1991, is hereby further amended to include Republic Act No. 7042, otherwise known as Foreign Investments Act of 1991 and Executive Order No. 259, Series of 1987, in the enumeration of “Trade and Industry Laws”, to read as follows:
"52. Republic Act No. 7042 — The Foreign Investments Act of 1991.
   
"53. Executive Order No. 259 — An Act to Rationalize the Soap and Detergent Surfactant Industry".
SECTION 2. This Department Administrative Order shall take effect fifteen (15) days after publication in two (2) newspapers of general circulation.
