[ PRC BOARD OF ACCOUNTANCY RESOLUTION NO. 01, March 05, 1992 ]

IMPLEMENTATION OF DECS ORDER NO. 5, SERIES OF 1990 BY STATE COLLEGES AND UNIVERSITIES



WHEREAS Sec. 2 (a), Art. I of P.D. 692: “The Revised Accountancy Law” states as objective: The standardization and regulation of accounting education”;

WHEREAS the Board of Accountancy under Sec. 5 (a) of Art. I of P.D. 692 is empowered to determine and prescribe minimum requirements leading to the admission of candidates to the Certified Public Accountants examination”;

WHEREAS Sec. 10(d), Art. II of P.D. 692 imposes as a requirement for admission to the CPA licensure examination, namely: “A holder of the degree of Bachelor of Science in Commerce or its equivalent from any institution of learning recognized by the Government in accordance with the provision of this Decree”;

WHEREAS the Professional Regulation Commission, the agency with administrative supervision and control over the Professional Regulatory Boards, under Sec. 5(e) of P.D. 223 and Sec. 5, Art. X of “The Rules and Regulations Governing the Regulation and Practice of Professional”, has the power “to practice or revise, in conjunction with the Board concerned and the Secretary of Education, Culture and Sports or his authorized representative, collegiate courses the completion of or graduation from which shall be a prerequisite for admission into the practice of the profession concerned”;

WHEREAS the Department of Education, Culture and Sports (DECS), instrumentality representing the Government in the recognition of courses, on June 19, 1990 issued Order No. 5, Series of 1990: “Policies and Standards for Accounting Education”, which phases out the accounting major in the Bachelor of Science in Commerce, Bachelor in Business Administration and Bachelor of Science in Business Administration and adopts, in lieu thereof, the common course Bachelor of Science in Accountancy for the professionalization of the accounting profession and the enhancement of professional identity for the accounting program; and

WHEREAS uniformity, equity, and propriety mandate that the said Order No. 5 be equally observed and enforced by autonomous state colleges and universities, inasmuch as the Board and the Commission give common CPA licensure examinations to all accounting graduates of all colleges and universities in the Philippines;

WHEREAS, by virtue of the powers thereof under P.D. 692, the Board hereby enjoins all autonomous state colleges and universities offering accounting courses to implement DECS Order No. 5, Series of 1990: “Policies and Standards for Accounting Education”, and as a requirement for admission in the Certified Public Accountant licensure examination, particularly the adoption of the common course of Bachelor of Science in Accountancy pursuant to Art. XIII (Implementation, Effectivity and Transitory Provisions) thereof; and accordingly, decrees the dissemination of the herein resolution to all autonomous state colleges and universities offering accounting courses.

The herein Resolution shall, upon approval by the Commission, take effect after fifteen (15) days following the completion of the publication thereof in the Official Gazette or newspaper of general circulation.
