[ DECS MEMORANDUM NO. 491, S. 1998, December 07, 1998 ]

PROCUREMENT OF TEXTBOOKS ORDERED UNDER THE FIRST TEXTBOOK CALL



  1. Coverage — This Memorandum concerns the procurement of textbooks ordered under the first textbook call (i.e., school based orders) and reiterates DEC's commitment to fulfill its obligations contained in the Memorandum of Agreement between DECS and private publishers on this matter.

  2. Funding of Textbook Purchases — As announced during the last MANCOM Meeting, the DECS Regional Offices are enjoined to utilize Notices of Cash Allocations (NCAs) they receive directly from the DBM Regional Office for obligations under the first textbook call.

  3. Issuance of Notices to Proceed — As an amendment to DECS Memorandum 318, s. 1998, the DECS Regional Offices are again made responsible for issuing the necessary Notices to Proceed to the concerned publishers for purchases covered by available funds. DECS Regional Offices should require the publishers to deliver the ordered books within 120 calendar days reckoned from the date of issuance of the Notice of Proceed.

  4. Report on Procurement — The DECS Regional Offices are advised to update the Office of Undersecretary Antonio Valdes thru the DECS IMCS with the latest status of textbook procurement including outstanding obligations, if any, for their respective region not later than 15 December 1998.
