[ BC CUSTOMS MEMORANDUM ORDER NO. 58-93, November 11, 1993 ]

CREATION OF SUBIC BAY DISTRICT COMMAND, ENFORCEMENT AND SECURITY SERVICES



Pursuant to Section 608 of the TCCP, as amended and in line with the implementation of Executive Order No. 97-A (Creation of Subic Bay Metropolitan Authority), the SUBIC BAY DISTRICT COMMAND is hereby formed:


I
Objective

 
To facilitate and make more effective the exercise of Police authority in the Enforcement of Tariff and Customs laws, rules and regulations at Subic Special Economic Zone including the Sub-Ports of Limay, Marivelez, Clark Air Base and Masinloc.


II
Organizational Structure


SUBIC BAY DISTRICT COMMAND: It shall be composed of One (1) CP/Major as District Commander, one (1) CP/Captain as Deputy District Commander, one (1) CP/Lt as Intelligence and Operations Officer, three (3) Sergeants and fifteen (15) Customs Policemen as operatives.

MARIVELEZ SECTOR COMMAND, CLARK SECTOR COMMAND AND LIMAY SECTOR COMMAND: Each Sector Command except MASINLOC shall be composed of One (1) CP/Sergeant as Sector Commander and four (4) Customs Policemen as operatives. Masinloc Sector Command shall only be manned on special operations or upon request of the Collector.


III
Functions



This Command shall perform the following functions:

1)         Maintain peace and order, security and protection of all cargoes and properties within the customs zone in coordination with other agencies;

2)         Prevent and suppress smuggling, pilferage, theft, and all cases of frauds and various evasions of customs laws and other regulations enforced by the Bureau of Customs;

3)         Conduct Surveillance, detection or apprehension of all cargoes which are non-exempt without payment of duties and taxes to the government;

4)         Submit periodic report of activities to the Commissioner thru proper channels; and

5)         Perform such other functions as may be directed by higher authority.


IV
Repealing Clause



All orders, Memoranda, Circulars, or other customs issuances inconsistent with this order are hereby repealed, modified, or amended accordingly.


V
Effectivity


This order shall take effect immediately.
