[ LTO MEMORANDUM CIRCULAR NO. 97-244, December 09, 1996 ]

COMPULSORY REGISTRATION OF SALE, TRANSFER, OR OTHER FORMS OF CONVEYANCE OF MOTOR VEHICLES



In order to minimize if not totally eradicate the registration of carnapped motor vehicles, and pursuant to Sections 4 (d-1), and 56 (a) of Republic Act 4136, otherwise known as the Land Transportation and Traffic Code of the Philippines, in relation to Sections 5 and 6 of Republic Act 6539, otherwise known as the Anti-Carnapping Act of 1972, the following regulations governing the registration of all forms of conveyances of motor vehicles are hereby promulgated for the guidance of all concerned.

1.         The Vendee shall notify the LTO District Office that issued the latest Certificate of Registration or the District Office currently having jurisdiction over the motor vehicle, about the sale, transfer or conveyance within seven (7) days from date of acquisition thereof by sending certified copies of the Deed of Conveyance, Certificate of Registration and official receipt of payment of registration fees.

2.         The Vendee shall effect the transfer of ownership within thirty (30) days from date of filing of the notice.

3.         For failure to register the transfer of ownership within the reglementary period of thirty (30) days, an administrative fine of P150.00 per deed of conveyance shall be charged.

All orders, circulars, memoranda in conflict herewith are hereby deemed superseded.

Strict compliance is hereby enjoined.

This Memorandum Circular shall take effect immediately.
