[ POEA MEMORANDUM CIRCULAR NO. 18, March 03, 1992 ]
STANDARD REFERRAL FORM FOR MEDICAL EXAMINATION OF OVERSEAS CONTRACT WORKERS/SEAFARERS
Pursuant to the standard procedures set by the Joint Department of Health — Philippine Overseas Employment Administration — Maritime Industry Authority Consultative Committee, all licensed agencies shall be required to issue a referral form to all overseas contract workers (OCW's)/Seafarers for medical examination purposes, using the prescribed Standard Referral Form[*] which is hereto attached for reference.
As a matter of policy, only hired OCW's/Seafarers who have signed the employment contract shall be referred for medical examination. In the event, however, that medical examination should be required prior to the final selection of the OCW/Seafarer, the same may be allowed provided the cost of the medical examination shall be borne by the employer/agency.
This circular takes effect immediately.
