(NAR) VOL. 12 NO. 1 / JANUARY - MARCH 2001

[ DTI DEPARTMENT ADMINISTRATIVE ORDER NO. 06, S. 2000, December 15, 2000 ]

MANDATORY PHILIPPINE NATIONAL STANDARDS FOR ELECTRICAL APPLIANCES



  1. In accordance with the provisions of R.A. No. 4109, R.A. No. 7394, Executive Order No. 913, Series of 1983, Letter of instruction. No. 1208. DAO 9, Series of 1990, DAO No. 1, Series of 1997, DAO No. 8, Series of 1995, Sec 10 (4), Chapter 3, Title X, Book IV of the Administrative Code of 1987 and other related rules and regulations; the mandatory implementation of the following standards is hereby ordered, for the protection of consumers and the general public.
    1.1 PNS IEC 60335-2-6:2000 - Safety of household and. similar electrical appliances Part 2: Particular requirements for stationary cooking ranges, hobs, ovens and similar appliances

    1.2 PNS IEC 335-2-25:2000 - Safety of household and similar electrical appliances Part 2: Particular requirements for microwave ovens.

    1.3 PNS IEC 335-2-31:2000 - Safety of household and similar electrical appliances Part 2: Particular requirements for range hoods

    1.4 PNS IEC 60335-2-35:2000 - Safety of household and similar electrical appliances Part 2-35: Particular requirements for instantaneous water heaters

    1.5 PNS IEC 335-2-74:2000 - Safety of household and similar electrical appliances Part 2: Particular requirements for portable immersion heaters

    1.6 PNS 254-1:1994 Amendment 1:2000 / IEC 60335-2-3:1993 Amd. 1:1999 - Safety of household and similar electrical appliances Part 2-3: Particular requirements for electric irons

    1.7 PNS IEC 60335-2-7:2000 - Safety of household and similar electrical appliances Part 2-7: Particular requirements for washing machines

    1.8 PNS IEC 60335-2-24:2000 - Safety of household and similar electrical appliances Part 2-24: Particular requirements for refrigerating appliances arid ice-makers

    1.9 PNS IEC 335-2-32:2000 - Safety of household and similar electrical appliances Part 2: Particular requirements for massage appliances

    1.10 PNS IEC 335-2-34:2000 - Safety of household and similar electrical appliances Part 2: Particular requirements for motor compressors

    1.11 PNS IEC 335-2-40:2000 - Safety of household and similar electrical appliances Part 2: Particular requirements for electrical heat pumps, air-conditioners and dehumidifiers

    1.12 PNS IEC 60335-2-80:2000- Part 2: Particular requirements for fans

    1.13 PNS 396-2:1997 Amendment 01:2000 - Household appliances-Energy efficiency factor (EEF) and labelling requirements Part 2: Refrigerators and freezers

    1.14 PNS 272:1996 / IEC 335-2-9:1993 - Safety of household and similar electrical appliances Part 2: Particular requirements for toasters, grills, roasters and similar appliances

  2. All manufacturers, distributors, importers and retailers of said products shall comply with the requirements of their specific product standards.

  3. A third party certification, known as the PS Quality and/or Safety Certification Mark, shall be obtained from the Bureau of Product Standards (BPS) by all manufacturers of said products.  Importers of these products shall secure an import commodity clearance from the BPS as a pre-requisite of import shipments to be released by the Bureau of Customs.

  4. BPS shall promulgate implementing guidelines specifying implementing timetables, taking into consideration present inventory levels, production capabilities of industries, and testing capabilities of BPS and other testing institutions.  When necessary, BPS may designate an appropriate competent organization to assist in various aspects of standards implementation work (such as product inspection, testing, market monitoring) for these products.

  5. The implementation of these standards shall be done in proper coordination with the DTI Regional and Provincial Offices and the Bureau of Trade and Regulation and Consumer Protection.

  6. All other orders or parts thereof which are in consistent with the provisions of this Administrative Order are hereby repealed or amended accordingly.

  7. This Order shall take effect fifteen (15) days after publication in two newspapers of general circulation.
Accordingly all parties concerned are hereby informed that copies of sand standards may be secured from the BPS Standard Data Center.
