REGULATING THE VOLUME OF PRIVATE VEHICLES IN IDENTIFIED CRITICAL THOROUGHFARES IN METRO MANILA THROUGH THE VEHICULAR VOLUME REDUCTION PROGRAM



Pursuant to Section 6 of RA 7924, this Regulation is hereby adopted and promulgated by the Metro Manila Council, that:

SECTION 1. All private vehicles shall be covered by the vehicular volume reduction program to reduce the volume of vehicles in identified critical thoroughfares in Metro Manila as shown in Annex "A" hereof.

Private vehicles shall include all cars, wagons, owner jeeps, shuttle buses, motorcycles, and such other utility vehicles registered for private use, except for private trucks which shall be governed by MMA Ordinance No. 5 (Truck Ban), series of 1994.

SECTION 2. For private vehicles with two (2) occupants or less including the driver, the following rules shall apply using the last digit of the vehicle plate number as basis:

a. Vehicles with license plates ending in "ODD" numbers 1,3,5,7,9 shall be allowed to use the identified critical thoroughfares during Mondays, Wednesdays and Fridays [M-W-F], during rush hours only as indicated in the following section, except Sundays and Holidays;

However, vehicles with license plates ending in "EVEN" numbers 2,4,6,8,0 shall not be allowed to use the identified critical thoroughfares listed under Annex "A" hereof during said days and hours.

b. Vehicles with license plates ending in "EVEN" numbers 2,4,6,8,0 shall be allowed to use the identified critical thoroughfares during Tuesdays, Thursdays and Saturdays (T-TH-S), during rush hours only as indicated herein, except Sundays and Holidays.

However, vehicles with license plates ending in "ODD" numbers 1,3,5,7,9 shall not be allowed to use the identified critical thoroughfares listed under Annex "A" hereof during said days and hours.

SECTION 3. Rush hours shall cover 7 o’clock in the morning up to 9 o’clock in the morning [7:00 A.M to 9:00 A.M.] and from 5 o’clock in the afternoon up to 7 o’clock in the evening (5:00 P.M. to 7:00 P.M.)

SECTION 4. Vehicles shall be allowed at all times to cross the identified critical thoroughfares in all of their respective intersections.

SECTION 5. Vehicles with, three (3) or more occupants including the driver regardless of its plate number ending shall be exempted from this Regulation.

SECTION 6. The following private vehicles shall likewise be exempted form this Regulation, to wit:

a. ambulance, emergency and relief vehicles;

b. vehicles used by a medical practitioner in an emergency;

c. vehicles carrying persons that need to be treated immediately delay at the nearest hospital or medical institution;

d. police cars and military vehicles used in actual operations expressly showing the station or military camp where they originated;

e. school buses duly enfranchised as such by the LTFRB;

f.  diplomatic vehicles;

g. official media vehicles;

h. vehicles carrying perishable goods;

SECTION 7. Violation of any provision of this Regulation shall be penalized with a fine of P300.00 per offense.

SECTION 8. Any ordinance, rules and regulations, and other issuances found to be inconsistent with this Regulations are hereby repealed or modified accordingly.

SECTION 9. This Regulation shall take effect at 7:00 A.M. on December 1, 1995.
